There are a lot of things published here (in China) that are not officially sanctioned, and even quite a few that are banned (I bought a great English-Chinese side-by-side copy of 1984 recently from a bookstore in Shanghai). The police state is ridged, but it can't follow everything and for the most part it doesn't even try.
